Employee Support

Outplacement services provide support to employees aimed at helping them secure employment outwith, or elsewhere within, the organisation. In addition they can provide information about setting up a business, accessing further education, claiming benefits and general financial advice. Fife Council wishes to ensure that employees facing potential redundancy are provided with support to enable them to leave the organisation feeling valued and better equipped to deal with the future.
Fife Council's approach is centred on the provision of services by PACE (Partnership Action for Continuing Employment) and online (employee self-service) support.

 PACE (Partnership Action for Continuing Employment)

PACE is the Scottish Government's national strategic partnership framework for responding to redundancy situations. Skills Development Scotland (SDS) co-ordinates PACE at a national level and facilitates local level response teams providing tailored help and support for individuals at risk of, or experiencing, redundancy. 
PACE offer a broad range of services to employees leaving through both voluntary and compulsory redundancy.


Voluntary leavers:


Compulsory leavers:

  • one-to-one counselling and advice on career development and opportunities
  • seminars on job search skills such as CV-writing and interview technique
  • specialist seminars such as benefits advice and starting up a business
  • full Jobcentre Plus services
  • access to IT facilities
  • access to high quality training (e.g. IT skills)
  • written support information 


Online Support

Online providers give easy access, 24/7 support to a range of tools which compliment PACE.  These include:

  • extensive job search engine
  • online tutorials
  • advice and guidance
  • template documents e.g. CV, covering letter
  • networking opportunities
  • support beyond employees notice period
  • accessible, easy to use and interactive support available 24/7
  • and much more.

Employee Support Rollout

Services and managers will be asked to make employees aware of the support available to all affected employees in good time to allow them to make use of the services on offer. Employees should note that they will be signposted to the online pack at the appropriate time and will be encouraged to identify which services they wish to access as managers will use this information to timetable 1:1s, seminars and other services.

Where an employee has made a request via the NOI process of voluntary redundancy the details of how to access the online pack will be included in their termination letter.

Employee Counselling

A free employee counselling service is operated by timefortalking.co.uk and is available to all Fife Council employees via a management referral.  The service is confidential and independent of Fife Council.  If you wish to access this service, please contact your manager.



Money Advice Service

The Money Advice Service and The Consumer Financial Education Body (CFEB) provide information covering: managing your personal finances, financial planning & budgeting, borrowing – short and long term, insurance, saving & investing and planning for retirement.



Trade Union Support

Actions required:

  • Ensure that you and your colleagues with management responsibilities are aware of the outplacement support available to affected employees.

  • Plan to bring this support to the attention of affected employees at an appropriate time in the change process.

  • Feed back comments and experiences of you and your employees so that we can continually work to improve the support to ensure it meets employees’ needs.
