The Council recognises that the term ‘substance misuse’ can be defined as the problematic use of alcohol, drugs and other substances and that substance misuse may be the cause or the symptom of a variety of problems at work.

The Council does not condone substance misuse, it recognises that it is a criminal offence under the Misuse of Drugs Act 1971 to possess or supply controlled drugs without authority. Not all substances that can be misused are illegal or obtained illegally. Many readily available office or household substances can intoxicate.

By adopting a partnership approach including negotiations with Trade Unions, the Council has introduced a policy which is intended to recognise and tackle substance misuse amongst its employees.
